In a large mixing bowl, combine the ground pork, chopped scallions, grated garlic, and grated ginger.
Add soy sauce, toasted sesame oil, chili crisp, rice vinegar, and ground white pepper to the bowl.
Gently mix with your hands until all ingredients are well combined, then set aside.
Prepare a small baking dish. Quickly dip wonton wrappers in water and arrange them in a single layer on the bottom of the dish.
Spread a thin, even layer of the pork mixture over the wonton wrappers.
Repeat the process, layering dipped wonton wrappers and the pork mixture, until you run out of space or ingredients. Finish with a final layer of wonton wrappers.
Pour a tablespoon or two of chicken broth or water over the top layer to keep it moist during cooking.
Carefully place the baking dish into a steamer or a large pot with a small amount of simmering water at the bottom.
Cover the pot and steam for about 25 minutes, or until the pork is cooked through.
Remove from the steamer and garnish with more soy sauce, chili crisp, chopped scallions, and sesame seeds before serving.
Refrigerate covered for up to 3 days; reheat by steaming with a splash of water or microwaving, covered, until warmed through.

Yes, assemble the dish up to 4 hours ahead, cover, refrigerate, then steam just before serving. Add 2–3 extra minutes to the steaming time if starting from cold.
Ground chicken, ground beef, or a mix of pork and shrimp work well. Use the same weight and adjust seasoning to taste.
Steam until the wonton wrappers are tender and translucent, and the filling is cooked through, typically 12–15 minutes depending on the depth of your dish.
Baking will dry out the wonton wrappers. Steaming is essential to keep them tender and moist.
Refrigerate in an airtight container for up to 3 days; reheat gently by steaming or microwaving with a splash of water.
