In a large mixing bowl, combine the ground pork, chopped scallions, grated garlic, and grated ginger.
Add soy sauce, toasted sesame oil, chili crisp, rice vinegar, and ground white pepper to the bowl.
Gently mix with your hands until all ingredients are well combined, then set aside.
Prepare a small baking dish. Quickly dip wonton wrappers in water and arrange them in a single layer on the bottom of the dish.
Spread a thin, even layer of the pork mixture over the wonton wrappers.
Repeat the process, layering dipped wonton wrappers and the pork mixture, until you run out of space or ingredients. Finish with a final layer of wonton wrappers.
Pour a tablespoon or two of chicken broth or water over the top layer to keep it moist during cooking.
Carefully place the baking dish into a steamer or a large pot with a small amount of simmering water at the bottom.
Cover the pot and steam for about 25 minutes, or until the pork is cooked through.
Remove from the steamer and garnish with more soy sauce, chili crisp, chopped scallions, and sesame seeds before serving.
