In a large bowl, clean the oxtail with water and the juice of two limes, then pat dry.
To the bowl with the oxtail, add onion powder, 1/4 cup brown sugar, smoked paprika, garlic cloves, thyme, green onions, red bell pepper, yellow onion, browning sauce, salt, and pepper. Mix thoroughly to coat the oxtail completely.
Cover the bowl and marinate in the refrigerator overnight for best results.
Peel the green plantains and cut them into 2-inch thick pieces.
In a deep fryer or large pot, heat vegetable oil to 350°F (175°C). Fry the plantain pieces for 3-4 minutes until they are tender but not fully browned. Remove and set aside to cool slightly.
In a large Dutch oven or heavy-bottomed pot over medium-high heat, add the remaining 1/4 cup of brown sugar and cook until it melts and caramelizes into a dark syrup.
Carefully add the marinated oxtail to the pot and sear on all sides in the caramelized sugar until well-browned.
Remove the seared oxtail from the pot. Pour in the beef broth to deglaze, scraping up any browned bits from the bottom. Add the remaining marinade from the bowl.
Return the oxtail to the pot, add the whole habanero pepper, bring to a simmer, then reduce heat to low, cover, and let it slow braise for 2.5-3 hours, or until the meat is fall-off-the-bone tender.
While the oxtail braises, form the plantain cups. Place a slightly cooled, first-fried plantain piece in a lemon press lined with parchment paper and press firmly to create a cup shape.
Reheat the oil and fry the plantain cups for a second time for 2-3 minutes until they are golden brown and crispy. Remove and drain on a wire rack. Season with a pinch of salt if desired.
Once the oxtail is tender, remove it from the pot. Shred the meat from the bones, discarding the bones and any large pieces of fat.
Return the shredded oxtail meat to the pot with the braising liquid and stir to combine. Simmer for a few more minutes to let the flavors meld.
To assemble, fill each crispy plantain cup with the braised oxtail mixture.
In a small bowl, combine the finely diced Fresno peppers and chopped cilantro to make the relish. Top each oxtail cup with the relish and serve immediately.
Store braised oxtail in the braising liquid in an airtight container for up to 3 days; reheat gently over low heat. Fried plantain cups are best served immediately but can be stored in an airtight container for up to 2 days and crisped in a 350°F oven for 2 minutes. Do not assemble until serving.
