Preheat your oven to 350°F (175°C).
In a large mixing bowl, combine the ground beef, chopped bell pepper, half of the chopped onion, 1 tablespoon of garlic, the egg, bread crumbs, uncooked rice, and 1 tablespoon of Worcestershire sauce. Season to taste.
Mix the ingredients thoroughly with your hands and form into meatballs.
Arrange the meatballs in a single layer in a 9x13 inch casserole dish.
In a separate bowl, prepare the sauce by combining the two cans of tomato sauce, water (or beef broth), the remaining half of the chopped onion, the remaining 1 tablespoon of garlic, and the remaining 1 tablespoon of Worcestershire sauce. Season to taste.
Pour the sauce evenly over the meatballs in the casserole dish.
Cover the dish tightly with aluminum foil and bake for 45 minutes.
Remove the foil and bake uncovered for an additional 30 minutes, or until the meatballs are cooked through and the rice is tender.
