Preheat your oven to 400°F (200°C).
In a shallow bowl, whisk together the eggs, olive oil, and 1 teaspoon of garlic powder to create an egg wash.
In a separate shallow bowl, combine the panko, Italian breadcrumbs, grated Pecorino Romano, Italian seasoning, 1 teaspoon of garlic powder, salt, and pepper. Mix well.
Generously butter a baking dish with softened butter.
Dip each shrimp into the egg wash, allowing any excess to drip off. Then, press the shrimp firmly into the breadcrumb mixture, ensuring it's fully coated.
Arrange the breaded shrimp in a single layer in the prepared baking dish.
Grate the fresh garlic cloves directly over the shrimp. You can leave the skins on while grating; they will remain on top of the grater for easy removal.

Bake for 15-20 minutes, or until the shrimp are pink and cooked through and the topping is golden brown and crispy.
