Set your pressure cooker to the sauté function and add the avocado oil.
In a large zip-top bag, combine the all-purpose flour and all-purpose seasoning.
Add the beef stew meat to the bag, seal it, and shake well to coat the meat evenly.
Once the oil is hot, add the minced garlic to the pressure cooker and sauté until fragrant.
Add the flour-coated beef to the pot, shaking off any excess flour. Sear the beef on all sides.
Stir in the tomato paste until it's incorporated with the beef.
Add the chopped onions and carrots to the pot and stir to combine.
Pour in the beef broth to deglaze the pot, using a spatula to scrape any browned bits from the bottom.
Add the beef stew seasoning packet and stir everything together until well combined.
Secure the lid on the pressure cooker, ensure the valve is set to 'sealing', and pressure cook for 45 minutes.
Once the cooking cycle is complete, carefully perform a pressure release according to your manufacturer's instructions.
Serve the beef stew hot, optionally over a bed of mashed potatoes.
