Preheat oven to 400°F.
Pour the canned beef stew into a 9x13 inch baking dish and spread it into an even layer.
In a medium bowl, combine the all-purpose flour with the milk or water.
Stir until a thick, pourable batter forms. Be careful not to overmix.
Pour the batter over the beef stew and spread it evenly to cover the surface.
Bake for 25-30 minutes, or until the dumpling topping is golden brown and cooked through.
