Peel and dice potatoes into bite-sized pieces. Place in a large bowl.
Toss the potatoes with about 2 tablespoons of olive oil, garlic powder, 1 teaspoon of paprika, salt, and pepper until evenly coated.
Spread the seasoned potatoes in a single layer on a parchment-lined baking sheet.
Roast in a preheated oven at 425°F until golden brown and crispy, about 30-40 minutes.
While the potatoes are roasting, finely mince the shallots and chop the fresh chives and parsley.
Pat the steak cubes dry and season generously with salt and pepper.
Heat 1 tablespoon of olive oil in a large skillet over medium-high heat. Add the steak cubes in a single layer and sear on all sides until browned. Work in batches if necessary. Remove steak from the skillet and set aside.
Reduce heat to medium and add the butter to the same skillet, scraping up any browned bits from the bottom.
Add the minced shallots and grated garlic to the melted butter and sauté until fragrant, about 1-2 minutes.
Stir in the dijon mustard and lemon juice.
Add the red pepper flakes, chopped parsley, chopped chives, remaining 1/2 teaspoon of paprika, salt, and pepper. Stir to combine.
Return the seared steak bites to the skillet and toss to coat them completely in the garlic butter sauce.
To serve, place a bed of roasted potatoes in a bowl, top with shredded cheddar cheese, then spoon the steak bites and sauce over the top. Garnish with extra fresh chives.
