In a large bowl, combine the finely shredded coconut, egg, egg yolk, granulated sugar, melted butter, vanilla extract, and milk powder. Mix until well combined.
Add the cake flour to the mixture and stir until you have a thick, paste-like consistency.
Preheat your oven to 350°F (175°C).
Line a baking dish with parchment paper and place the Hawaiian sweet rolls inside, keeping them connected.
Scoop the coconut topping and spread it evenly over the top of each roll.
Bake for 10-15 minutes, or until the topping is set and lightly golden.
Remove from the oven and let cool slightly. Dust generously with powdered sugar before serving.
