Prepare the braising liquid by combining beef broth, chipotles in adobo sauce, chili powder, cumin, oregano, and onion powder in a jar. Blend with an immersion blender until smooth and set aside.
Pat the chuck roast dry with paper towels. Season generously on all sides with salt, black pepper, and garlic powder.
Heat beef tallow in a large skillet over high heat. Sear the chuck roast for a few minutes on all sides until a deep brown crust forms.
Transfer the seared roast to a slow cooker. Pour the blended braising liquid over the beef and add the bay leaf.
Cover and cook on high for 4-6 hours or on low for 8-10 hours, until the beef is fall-apart tender.
Remove the beef from the slow cooker and place it in a pan or large bowl. Shred the meat using two forks.
Ladle some of the cooking liquid over the shredded beef and toss to combine.
Serve the shredded chipotle beef in a bowl over rice with shredded lettuce, pico de gallo, and sliced avocado.
