In a skillet over medium-high heat, cook the ground beef until browned, breaking it up with a spoon.
Season the beef with salt and taco seasoning. Continue to cook until fully browned, then set aside.
Prepare the Spanish rice according to package directions.
In a small bowl, prepare the dipping sauce by combining the ranch dressing, chipotle sauce, black pepper, garlic powder, and fresh lime juice.
Mix the sauce until smooth and well combined.
To assemble, lay a warm flour tortilla on a flat surface. Spread a layer of nacho cheese sauce down the center.
Top the nacho cheese with the cooked ground beef, prepared Spanish rice, a drizzle of the chipotle ranch sauce, and a sprinkle of tortilla strips.
Fold in the sides and roll the burrito up tightly.
In a hot, non-stick skillet, sprinkle a layer of shredded cheese.
Place the burrito seam-side down onto the melting cheese.
Once the cheese is golden and crispy, use a spatula to carefully roll the burrito, wrapping the cheese crust around the outside.
Serve immediately with the remaining chipotle ranch sauce for dipping.
