In a large pot or Dutch oven over medium-high heat, add olive oil and brown the ground beef, breaking it up with a spoon. This should take about 5 minutes.
Add the diced onions and carrots to the pot and cook for 3 minutes, stirring occasionally.
Add the chopped cabbage, stir, then cover the pot and cook for about 5 minutes, stirring a few times, until the cabbage has wilted down.
Stir in the red pepper flakes, garlic powder, onion powder, paprika, tomato paste, and minced garlic until fragrant.
Pour in the chicken stock and tomato sauce. Add the brown sugar, Worcestershire sauce, and bay leaves. Stir everything to combine.
Bring the soup to a boil.
Once boiling, stir in the uncooked rice.
Reduce the heat to medium-low, cover, and let it simmer for 25 minutes. Stir frequently to prevent the rice from sticking to the bottom of the pot.
After 25 minutes, the soup will have thickened. If it's too thick for your liking, stir in a bit more chicken stock.
Season generously with salt to taste. Remove the bay leaves.
Garnish with fresh parsley and serve hot with fresh lemon wedges on the side.
