In a wok or large pan over medium-high heat, add cooking oil and 1 tablespoon of sugar. Cook, stirring occasionally, until the sugar melts and caramelizes into a dark brown color.
Add the minced garlic and chopped shallot to the pan and stir-fry until fragrant, about 30 seconds.
Add the chicken wings to the pan and stir to coat them in the caramel and aromatics.
Season the chicken with garlic powder, paprika, black pepper, and the remaining 1 tablespoon of sugar. If using, add the MSG.
Pour in the fish sauce, oyster sauce, and water. Stir everything to combine.
Bring the sauce to a simmer, then cover the pan and cook for 15 minutes.
Uncover, stir the wings, and continue to simmer uncovered for another 10 minutes.
Continue simmering, stirring occasionally, until the sauce has reduced and thickened to your liking.
Add the whole Thai chili peppers for a bit of heat, if desired.
Turn off the heat and stir in the chopped green onions. Serve immediately.
