In a skillet over medium-high heat, cook the ground beef until browned. Drain any excess fat.
Stir in about 1/4 cup of the tomato passata and the cottage cheese. Mix until well combined.
Lay a tortilla flat and spread a thin layer of the remaining tomato passata over it.
Spoon about a quarter of the beef mixture onto the tortilla.
Roll the tortilla up tightly.
Repeat with the remaining tortillas and filling, then place the rolls seam-side down in a parchment-lined air fryer basket.
Top the rolls with any remaining passata and sprinkle generously with shredded mozzarella cheese.
Air fry at 375°F (190°C) for 5-8 minutes, or until the cheese is melted, bubbly, and golden brown.
Garnish with fresh chopped parsley before serving.
