In a large mixing bowl, combine the softened cream cheese, sour cream, diced green chiles, drained corn, 2 cups of shredded pepper jack cheese, chopped green onions, and chopped cilantro.
Season the mixture with garlic powder, onion powder, and salt to taste.
Mix everything together until well combined.
Season the boneless, skinless chicken thighs on all sides with taco seasoning, garlic powder, and onion powder.
Arrange the seasoned chicken thighs in a single layer in a baking dish.
Pour and spread the green chile cheese mixture evenly over the chicken.
Top the casserole with additional shredded cheese, such as chihuahua cheese or more pepper jack.
