Finely mince the garlic.
Prepare the broccoli by chopping it into bite-sized florets. Slice any large florets into smaller pieces. Chop the stem into small pieces as well, then rinse everything.
Slice the chicken thighs into quarter-inch pieces.
In a bowl, marinate the chicken with oyster sauce, baking soda, soy sauce, and white pepper. Mix well and set aside.
In a separate measuring cup or bowl, prepare the sauce by combining chicken broth, soy sauce, oyster sauce, dark soy sauce (if using), Shaoxing wine, chicken bouillon, sugar, and white pepper. Mix until combined.
Heat 1 tablespoon of oil in a wok over medium-high heat. Add half of the minced garlic and sauté until fragrant.
Add the marinated chicken to the wok and sauté until cooked through. Remove the chicken from the wok and set it aside.
Add the remaining tablespoon of oil to the wok. Add the rest of the minced garlic, followed by the prepared broccoli.
Pour the sauce over the broccoli, then cover the wok and let it steam for 1-2 minutes, or until the broccoli reaches your desired tenderness.
Uncover the wok and add the cooked chicken back in.
In a small bowl, mix the cornstarch and water to create a slurry. Pour the slurry into the wok and stir continuously until the sauce thickens.
Serve immediately, for example over a bed of rice.
