Cook tater tots according to package directions until golden and crispy.
While the tater tots cook, combine cream of chicken soup, sour cream, ranch dressing, dry ranch mix, pepper, and garlic powder in a large bowl. Mix well.
Stir in the shredded chicken, most of the shredded cheese, and most of the crumbled bacon, reserving some of each for topping.
Spread the chicken mixture evenly into a casserole dish.
Top the chicken mixture with the cooked, crispy tater tots.
Sprinkle the remaining shredded cheese over the tater tots.
Bake at 375°F until the casserole is hot and bubbly.
Remove from the oven and top with the remaining crumbled bacon and fresh chives before serving.
