Bring a large pot of salted water to a boil.
Add pasta and cook according to package directions until al dente. Reserve about 1/4 cup of pasta water before draining.
While the pasta cooks, heat olive oil and butter in a large skillet over medium heat.
Add the minced shallot and garlic and sauté until fragrant, about 1-2 minutes.
Stir in the lemon zest and red pepper flakes.
Squeeze in the juice from the lemon.
Pour in the heavy cream, stir to combine, and let the sauce simmer gently.
Add the drained, cooked pasta to the skillet with the sauce.
Add the reserved pasta water to help emulsify the sauce.
Toss everything together until the pasta is well-coated in the creamy sauce.
Serve immediately, garnished with lemon slices and freshly ground black pepper.
