Make the Béchamel sauce: Melt butter in a small saucepan over medium heat. Add flour and stir for 1 minute to cook out the raw flour taste.
Gradually whisk in the warm milk, a little at a time, until smooth. Continue cooking, stirring constantly, until the sauce thickens, about 3–4 minutes.
Remove from heat, stir in salt, white pepper, nutmeg, and grated Gruyère. Set aside.
Preheat the broiler (grill) to high.
