In a large skillet or Dutch oven over medium-high heat, brown the ground beef, breaking it up with a spoon.
Add the sliced andouille sausage to the skillet and cook with the beef until browned.
Add the diced white onion, red bell pepper, green bell pepper, and celery to the skillet. Sauté for 5-7 minutes, until the vegetables begin to soften.
Stir in the minced garlic and cook for another minute until fragrant.
Layer the chopped cabbage on top of the meat and vegetable mixture.
Pour in the water to help create steam.
Sprinkle the chicken bouillon powder, Creole seasoning, crushed red pepper flakes, and smoked paprika over the cabbage. Pour the vinegar over everything.
Stir everything together until well combined.
Cover the skillet, reduce the heat to medium-low, and let it cook for 15-20 minutes, or until the cabbage is tender to your liking.
Serve hot, optionally with a side of cornbread.
