In a food processor, crush most of the chocolate sandwich cookies into fine crumbs, reserving some for topping. Add the melted butter and pulse until combined.
Press the cookie crumb mixture firmly into the bottom of a 9x13 inch baking dish to form the crust.
In a large bowl, beat the softened cream cheese with a hand mixer until smooth.
Add the powdered sugar and 2 tbsp of milk to the cream cheese, and beat until well combined.
Fold in half of the whipped topping into the cream cheese mixture until just combined.
Carefully spread the cream cheese layer over the Oreo crust.
In another bowl, whisk together the two packages of instant chocolate pudding mix and 4 cups of cold milk. Continue whisking for about 2 minutes until it starts to thicken.
Let the pudding stand for about 5 minutes to set completely.
Spread the set chocolate pudding evenly over the cream cheese layer.
Top the pudding layer with the remaining whipped topping and spread evenly.
Decorate the top with the reserved crushed cookies, chocolate candy eggs, and mini cookies to resemble a garden.
Refrigerate for at least 2 hours before serving to allow the layers to set.
