Thinly slice your beef.
In a large bowl, combine the sliced beef with soy sauce, vinegar, sugar, minced garlic, and black pepper.
Mix well to combine, then cover and marinate for at least 1 hour or overnight in the refrigerator.
Heat oil in a large pan or skillet over medium-high heat.
Add the marinated beef to the hot pan and cook, stirring occasionally.
Continue to cook until all the liquid from the marinade has evaporated and the beef is browned all over.
Serve the beef tapa with garlic fried rice, a fried egg, fresh cucumbers, tomatoes, and a sprinkle of crispy garlic bits.
