Sift flour, baking powder, sugar, and salt together in a large mixing bowl. Add milk, vanilla extract, melted butter, and 1 egg; mix until smooth. The batter will be thick.
Heat an electric griddle or pan over medium-low heat and spray with cooking spray. Spray the inside of a metal biscuit cutter with non-stick spray and place it in the pan. Add a pinch of salt and cook until the sides are slightly set, about 2 minutes. Remove the cutter carefully, flip the egg, and cook the other side. Repeat for all 4 eggs.
To assemble, place a pancake on a plate. Top with a slice of cheese, cooked egg, bacon or sausage, and another pancake. Serve immediately.
