In a hot pan with olive oil, add the sliced white onion.
Add the rinsed white rice and sauté with the onions until the rice is golden and crispy.
Add the whole jalapeño to the pan and continue toasting.
Pour in the water.
Add the tomato bouillon powder and chicken bouillon powder. Stir to combine.
Bring the mixture to a simmer, then cover the pan with a lid.
Reduce the heat to low and let it cook for 20 minutes. Do not lift the lid during this time.
After 20 minutes, remove the lid and add the chopped cilantro.
Replace the lid, turn off the heat, and remove the pan from the burner. Let it sit covered for 10 more minutes.
Fluff the rice with a fork and serve.
