Preheat your oven to 400°F (200°C). Grease a 9x13 inch baking dish with cooking spray.
Place the block of Boursin cheese in the center of the baking dish.
Arrange the cherry tomatoes around the cheese.
Pour the dry pasta over and around the tomatoes and cheese.
Season everything with garlic powder, Italian seasoning, salt, and pepper.
Pour the hot water over the pasta, trying to cover it as much as possible.
Gently stir and press the pasta down to ensure it is submerged in the water.
Bake for 30 minutes.
Remove the dish from the oven. Stir everything together thoroughly, breaking up the Boursin cheese and mashing some of the roasted tomatoes to create a creamy sauce.
Return the dish to the oven and bake for an additional 15 minutes.
Store covered in the refrigerator for up to 3 days; reheat in a 350°F oven for 15–20 minutes with a splash of water if needed.
