Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
In a large skillet over medium-high heat, sauté the chopped onion and bell peppers until softened, about 5-7 minutes.
Add the ground beef to the skillet. Cook, breaking it up with a spoon, until fully browned.
Drain any excess grease from the skillet. Season the beef and vegetable mixture with garlic powder, salt, and pepper to taste.
Lay the tortillas out. Spoon a portion of the beef mixture down the center of each tortilla.
Sprinkle a generous amount of shredded provolone cheese over the beef mixture.
Roll each tortilla up tightly and place it seam-side down on the prepared baking sheet.
Lightly spray the tops of the flautas with cooking spray or brush with olive oil.
Bake for 10-15 minutes, or until the tortillas are golden brown and crispy.
Serve warm, with spicy mayo for dipping if desired.
