Chop the chicken thighs into bite-sized, 1-inch cubes.
In a large bowl, combine the chicken cubes, corn starch, all-purpose flour, baking powder, salt, garlic powder, and water.
Mix until the chicken is fully coated in the batter. Set aside to marinate.
In a separate bowl or measuring cup, prepare the sauce by combining soy sauce, rice vinegar, Shaoxing wine, honey, ketchup, and optional red chili flakes. Mix well and set aside.
Heat neutral oil in a wok or deep pan over medium-high heat for frying.
Carefully add the battered chicken to the hot oil in batches, being careful not to overcrowd the pan.
Fry until golden brown and crispy. Remove the chicken from the oil with a spider strainer and drain on a wire rack or paper towel-lined plate. Repeat with the remaining chicken.
Once all chicken is fried, carefully discard the hot oil. Pour the prepared sauce into the wok.
Bring the sauce to a simmer and let it reduce for a few minutes until it becomes sticky and glossy.
Turn down the heat and stir in the sesame oil.
Add the fried chicken back to the wok.
Toss the chicken to coat it evenly in the sauce.
Garnish with toasted sesame seeds and give it one final toss before serving.
