In a measuring cup or bowl, combine ketchup, tomato sauce, Worcestershire sauce, yellow mustard, and brown sugar. Mix well to create the sauce and set aside.
Chop the small onion and green bell pepper.
In a large skillet over medium-high heat, brown the ground beef until no longer pink.
Drain the excess grease from the cooked beef.
Season the beef with salt and black pepper to taste.
Add the chopped onion and green pepper to the skillet with the beef. Cook for about 5 minutes, until the vegetables have softened.
Add the minced garlic and cook for another minute until fragrant.
Pour the prepared sauce into the skillet and stir to combine with the meat and vegetables.
Bring the mixture to a bubble, then reduce the heat to a simmer. Cook uncovered for 10-15 minutes, allowing the sauce to thicken.
While the meat mixture simmers, melt butter in a separate pan. Place the hamburger buns cut-side down and toast until golden brown.
To assemble, spoon a generous amount of the sloppy joe mixture onto the toasted bottom buns and cover with the top buns. Serve immediately.
