In a small bowl, prepare the sauce by combining soy sauce, minced ginger, minced garlic, sliced white parts of the green onions, toasted sesame oil, brown sugar, and cornstarch.
Add the warm water to the sauce mixture and whisk until the sugar and cornstarch are fully dissolved. Set aside.
Slice the top sirloin steak against the grain into thin strips.
Heat olive oil in a large skillet or pan over high heat.
Add the broccoli florets to the hot pan and stir-fry for a few minutes until they begin to soften.
Add the sliced beef to the pan with the broccoli and sear until browned on all sides.
