In a large pot or Dutch oven over medium-high heat, brown the ground beef, breaking it up with a spoon.
Add the diced onion to the pot with the beef and cook until the onion is translucent.
Stir in the black pepper, garlic powder, and all-purpose seasoning.
Add the minced garlic and cook for about 30 seconds until fragrant.
Add the chopped zucchini to the pot and cook for a few minutes, stirring occasionally, until it begins to soften.
Pour in the soy sauce, sesame oil, and sweet chili sauce.
Stir everything together to combine and let the mixture simmer for a few minutes to allow the flavors to meld.
Serve the ground beef and zucchini mixture over a bed of cooked rice.
Garnish with crispy fried garlic, sliced green onions, and a drizzle of sriracha, if desired.
