In a large bowl, combine the ground beef, finely chopped red bell pepper, finely chopped red onion, and minced garlic.
Add the paprika, cumin, oregano, salt, pepper, and chopped fresh parsley to the bowl.
Using your hands, mix all the ingredients together until they are thoroughly combined.
Stack the 6 tortillas and trim the rounded edges off to create a square or rectangular shape.
Place one tortilla on your work surface and spread a thin, even layer of the beef mixture over it.
Continue layering tortillas and the beef mixture until you have used all 6 tortillas, ending with a final layer of beef on top.
Slice the entire stack lengthwise into four equal, long strips.
Carefully thread two metal skewers through each strip to secure the layers together.
Prepare your grill for direct, medium-high heat.
Place the skewers on the hot grill grates.
Grill the skewers, turning occasionally, until the beef is cooked through and the tortillas are nicely charred.
While grilling, brush the skewers on all sides with chili oil.
Once fully cooked, remove the kabobs from the grill.
Serve immediately, optionally over a bed of french fries and drizzled with warm cheese sauce.
