In a large bowl, whisk together the olive oil, apple cider vinegar, minced garlic, sugar, cumin, and paprika to create the dressing.
Dice the red onion and rinse it under cold water in a colander, then drain well. Set aside.
Add the diced red bell pepper, tomatoes, chopped roasted red peppers, and pickled jalapenos to the bowl with the dressing.
Add the rinsed and drained black beans, black-eyed peas, and drained corn to the bowl.
Add the rinsed and drained diced red onion to the bowl and stir everything together until well combined.
Cover the bowl and refrigerate for at least 2 hours, and up to 12 hours, to allow the flavors to meld. Stir occasionally if chilling for a longer period.
Just before serving, stir in the chopped fresh cilantro.
Season to taste with salt and give it a final stir.
Serve with tortilla chips.
