In a slow cooker, combine the cooked ground beef, taco seasoning packet, and ranch seasoning packet.
Pour in the beef broth and stir everything together until well combined.
Cover the slow cooker and cook for 1 hour.
After an hour, remove the lid and stir in the shredded cheddar cheese, heavy cream, and sour cream.
Continue stirring until the cheese is melted and the sauce is smooth and creamy.
Add the cooked penne pasta to the slow cooker and stir to coat evenly with the sauce.
Place the lid back on and cook for another 5 minutes to allow the flavors to meld and the pasta to heat through.
