In a bowl, combine light soy sauce, dark soy sauce, honey, sweet chili sauce, rice vinegar, chili garlic paste, red pepper flakes, sesame seeds, and water. Whisk until well combined to create the sauce.
Heat a large pan or skillet over high heat. Add the ground beef and cook for 6-8 minutes, breaking it up with a spoon, until browned.
Pour half of the prepared sauce over the cooked beef and add a portion of the chopped green onions.
Continue to cook, stirring occasionally, until the sauce reduces and the beef becomes golden and crispy. Remove the beef from the pan and set aside.
In the same pan, add the minced garlic, minced ginger, and another portion of the chopped green onions. Sauté until fragrant.
Add the sliced red onion and red bell pepper to the pan. Cook for 5 minutes until slightly softened.
Add the cooked egg noodles to the pan with the vegetables, then pour in the remaining half of the sauce. Toss everything together until the noodles are well-coated.
Return the crispy beef to the pan, along with the remaining chopped green onions. Mix everything to combine.
Serve immediately or portion into four containers for meal prep. Garnish with extra green onions and sesame seeds if desired.
