Preheat your oven to 350°F (175°C).
In a medium bowl, combine the cream cheese, chopped imitation crab meat, mayonnaise, sugar, soy sauce, garlic powder, salt, and pepper.
Mix with a spoon until all ingredients are fully combined.
Transfer the mixture into a small, oven-safe ramekin or baking dish and spread evenly.
Top the dip with slices of fresh mozzarella cheese, covering the surface.
Bake for 20-30 minutes, or until the cheese is melted and the dip is bubbly.
Turn the oven to a high broil setting and broil for 1-2 minutes, watching carefully, until the top is golden brown and bubbly.
Carefully remove from the oven and let it cool for a few minutes. Garnish with chopped chives.
Serve immediately with fried wonton wrappers or chips.
