Preheat a griddle or large skillet over medium-high heat. Add 1 tablespoon of cooking oil.

Add the sliced peppers and onions to the hot griddle. Season with salt, pepper, and garlic powder. Cook, stirring occasionally, until they begin to soften and char slightly.

On another section of the griddle, add the bite-sized chicken pieces. Drizzle with the remaining tablespoon of oil and season with Italian seasoning.

Pour the water over the tortellini to create steam, then immediately cover with a basting dome or lid.
