In a medium bowl, combine the mayonnaise, melted and cooled butter, rice vinegar, ketchup, soy sauce, garlic powder, onion powder, paprika, and sugar.
Add 2 tablespoons of water to the bowl.
Whisk all ingredients together until the sauce is smooth and well combined.
If you prefer a thinner consistency, whisk in one additional tablespoon of water.
Season with salt and freshly ground black pepper to your taste and whisk again to incorporate.
